Where do I find Nilsine Shatter-Shield?
The Halls of the Dead is where you can find Nilsine Shatter-Shield. Starting from the city gates, walk to the center of the city and right past the Argonian Assemblage you see at the center of the area. You should see a stone door labeled “The Temple of Talos” on the left-hand side.
Why can’t I kill Nilsine?
To do this without getting a bounty, one method is to wait until 9:00 PM when Nilsine will go to the Windhelm Hall of the Dead or the Temple of Talos (praying for and mourning her dead sister).
